November 22, 2005  Homicide:  Thomas Kinslow, age 20, was fatally shot on Tuesday, November 22nd at approximately 1:45 am outside his residence in the 3900 block of Constitution Avenue, just east of Academy Boulevard. Police continue to work investigative leads, however continue to seek information from any witness or others with knowledge of the assailant, motive or other crime details that my lead to an arrest or arrests. HOMICIDE--On November 16th, 1990, off-duty El Paso County Sheriff's Office Lt. Cecilia Cipriani was shot to death in her home in the Ivywild neighborhood of Colorado Springs.  Detectives had a suspect at the time but insufficient evidence was found for an arrest.  A special reward is now being offered by  the nonprofit group Families of Homicide Victims and Missing Persons, Inc. in conjunction with Crime Stoppers. HOMICIDE -- On 11/26/04 at approximately 2:11 a.m., CSPD Officers responded to the Denny's at 4799 N. Academy Blvd. in reference to a disturbance. As Officers were en-route, the Reporting Party heard gunshots fired. When Officers initially arrived on scene, all parties were gone on arrival. As these Officers were on scene, additional Officers responded to Memorial Hospital where the victim had been taken by friends.

The victim, a 23 year old male, was pronounced dead at Memorial Hospital. His name is Brandon Keith Browne. The investigation revealed that the victim had been shot while in the area of the Denny's parking lot, at 4799 N. Academy Blvd., on the east side of the building.

ATTEMPTED MURDER -- In the early morning hours of Sunday, March 28th 2004, an unidentified suspect fired a weapon from his vehicle at another moving vehicle striking the driver. The unidentified suspect is described as a Caucasian or Hispanic male in his early twenties. He has short dark hair with a thin, “chin strap” beard. The suspect was driving a light blue Honda CRX or similar type vehicle.

HOMICIDE -- Thomas Leonard (photo at right), a 48 year old man was found murdered along with his mother in their residence at 3834 Constitution Ave. on March 16, 2003.  Both Thomas and his mother died from stab wounds before a fire was set in their residence.

HOMICIDE -- On the steps of Armstrong Hall located in the southwest corner of The Colorado College campus, Jocelyn Sandberg, a forty year old, white female was murdered in the early morning hours of April 26, 2002.  Ms. Sandberg was employed by The Colorado College as an operations manager for KRCC radio station.

Two composite sketches (featured to the right) of an individual seen in the area of The Colorado College around the time of the homicide have been released.  The individual in SKETCH #1 is described as being a white male in his late twenties to early thirties,  approximately 5'10" tall,  with a medium to heavy built.  This individual was wearing a dark work jacket with dark colored pants and a dark colored baseball style hat.  The individual in SKETCH #2 is described as being a white male in his late twenties to early thirties, approx. 5'8" with a medium build and medium length dark hair.  He was wearing a dark blue and black quilted down vest.

Mr. Ferguson, a white male, 83 years old, 6 feet tall, 185 lbs. with white hair and brown eyes was last seen the afternoon of  November 5, 2001.  The Major Crimes Unit believes foul play is involved in  his disappearance as the investigation revealed that items were removed from Mr. Ferguson's Broadmoor area home within the timeframe that coincided with his disappearance.  Included in the items taken were two Silver lamps.

On November 8, 1999 at 10:00AM a contract worker discovered a body underneath the 8th floor stairwell at Memorial Hospital. This area is used as the helicopter port. The body was positively identified as that of Jennifer Lee Watkins, a white female, 23 years of age.

On Wednesday, August 30, 2000 at 6:00 a.m. the body of Monique Ann LaSuer a 26 year old white female, was was discovered by a maintenance worker, at the Palmer House, 3010 N. Chestnut Street.  She was found in the main building of the hotel complex where she worked as the night auditor.  At this point the investigation has determined she was working an 11:00 p.m. to 7:00 a.m. shift.  Sometime after midnight, it appears that she was killed by an unknown assailant.  The investigation has determined that an undisclosed amount of cash is unaccounted for and robbery could be a possible motive.

Monique Ann LaSuer
On Thursday, April 12, 2001, the body of Patricia Elliot, a white 19 year old female was discovered by an acquaintance in the bathroom of her 5526 Denmark Court apartment. She was a student at UCCS.  The investigation at this time has determined that the last time she was seen alive was Wednesday, April 11th at approximately 6:00 p.m.  The Colorado Springs Police Department is asking if anyone has any information concerning the whereabouts or activities of the victim between April 11th and April 12, 2001.

Patricia Elliott
On 03-17-87, the Colorado Springs Police Department discovered the nude body of Darlene Krashoc, age 20, in the rear parking lot of 2710 S. Academy Blvd, the former location of the Korean Club Restaurant. The cause of death was strangulation. Ms. Krashoc was a Ft. Carson soldier in the 73rd Maintenance Co, and was last seen on 03-17-87 between 12:00 midnight and 1:00 am as Shuffles nightclub, 1861 S. Academy Blvd.

Ricky Espinoza

On June 28, 2001, the body of Ricky Espinoza was found in the US Waste Landfill, 10000 Squirrel Creek Road, southeast of Fountain, Colorado. Mr. Espinoza was last seen walking towards South Nevada Avenue from East Las Vegas Street at approximately 1:00 a.m. on June 24, 2001. Mr. Espinoza was known to frequent an adult bookstore at 519 South Tejon Street. He was also know to frequent J's Motel, 820 North Nevada Avenue.


Thomas Livingston

On April 23, 1994, 33-year-old Thomas Livingston was killed by a mail bomb. He had been standing in front of his house, located at 4442 Millburn Dr. Security, CO, when the incident occurred.
Tracey Disbrow Ragains

On July 9, 1989, Tracey Disbrow Ragains's body was discovered in a field in Weld County.   She died from multiple stab wounds to the chest.  In the afternoon hours of July 8, 1989, Tracey Ragains left a note for her roommates indicating that she was walking to a nearby grocery store in the vicinity of  Palmer Park Blvd. and Cirlce Drive, and would return shortly.  Investigators believe that Ms. Ragains was kidnapped soon after leaving her apartment.

Towana Lewis

On September 11, 1988, Towana Lewis' body was found in a ditch near  Widefield, Colorado. She was 17 years old.
Walter Mueller

On April 11, 1988, Walter Mueller's body was discovered in western El Paso County. He had been shot to death. He was 33 years old.
Linda Robson
On May 11, 1987, Linda Robson's body was found in a dump several miles south of Falcon, Colorado. She was last seen alive leaving the Starlite Lounge in Fountain, at 2:30 AM on December 28, 1986. She may have been killed in her Fountain, Colorado, home. She was 27 years old.
John Doe

On November 3, 1986, ranchers discovered human skeletonized remains in a field in southern El Paso County. The clothing included a bluish-green sweatshirt and size 30/33 Calvin Klein jeans. It was determined that the victim was a white male, 30-40 years old, approximately 5'5". The victim did have a gunshot wound. His identity is still unknown.
Percilla Bowers

Percilla Bowers (Badial) was last seen by her family in September 1984, when she left her Fountain, Colorado, home en route to a nearby bus stop. Approximately eleven months later, her body was found in a shallow grave near Highway 115, south of Colorado Springs. She was 19 years old.
William Bennington

On May 9, 1982, William Bennington's frozen body was found in a mountainous region of western El Paso County. He had been deceased for several months. He was 26 years old.
Peggy Gaylord

On December 12, 1978, Peggy Gaylord's body was found on a road, west of Highway 115. She had been seen hitchhiking along the highway the day before her body was found. She was 19 years old.
Cristobal Delgado
On June 23, 1975, 53-year-old Cristobal Delgado was working in his butcher shop, Hoyle's Meat Market, at 1638 South Nevada Ave. Two gunmen entered and demanded cash. Each was armed with a handgun. During the robbery, shots were fired and Mr. Delgado was struck in the head. He died from his wound three days later.
Francis Romish

During the early hours of June 17, 1975, Francis Romish, a Fort Carson soldier, was found murdered near his pickup truck, which was stopped along Highway 115, near the El Paso County/Fremont County line. He was 19 years old.

JoAnne Harris
On November 16, 1969, JoAnne Harris was found murdered alongside an access road to NORAD. Ms. Harris had last been seen at the Ivywild Inn, 1529 S. Nevada Ave. on October 13, 1969.
